Eligibility
Who has been shown this survey
A display is counted when the service serves the widget config, not when
someone sees it, and max_displays never expires — so a person can be locked
out permanently without ever having been shown a survey. Reset is the remedy.

Danger zone
Deleting a survey discards its responses. Deleting a product discards all of its surveys and responses.
